We won’t be able to use 2¢ soon as they will eliminate the penny, 1¢.
The only improvement would be for all money collected from Short-Term Rentals to go toward enforcement, especially noise abatement. But I did not see anything in Houston’s Ordinance that does that.
I read the ordinance and most of the proposed amendments, and the only thing that may help neighborhoods is that there will be a list of properties that have applied for a license. No actual mechanism would allow neighbors or neighborhoods to do anything about disturbances caused by some of those Short-Term Rentals, like Airbnb or Vrbo.
I saw it as one more way for Houston to raise some money. I don’t expect HPD to send patrols over any sooner or more often when people call to complain. Anyone who has called HPD non-emergency to report loud music on a Friday, Saturday, or Sunday night knows that getting a police officer there is short of a miracle.
As one of the City Council Members said;
“Those expecting City Council to ban STRs are going to be disappointed. It’s simply not legal. A number of cities have tried this and failed,” Ramirez said at the time. “Those who want us to leave STRs alone will be disappointed as well. We simply can’t ignore the problems caused by bad actors, even though they represent a minority of STR owners.” Source
