According to the Houston Police Department, Houston firefighters responding to a welfare call on Sunday, October 5, encountered the teen. Emmanuel reportedly told officers he was homeless and from another country. HPD says officers spent four hours with Garcia before being advised by Child Protective Services to contact the Department of Health and Human Services.
ICE, the U.S. Immigration and Customs Enforcement agency, later confirmed that HPD reached out to them that same day. However, ICE says it did not detain Garcia at any point.
“On Oct. 5, the Houston Police Department contacted ICE about a minor they had picked up who claimed to be homeless and from another country,” an ICE spokesperson said in a statement. “ICE worked with HPD to see if they could identify the minor or any of the minor’s family members living in the U.S. When no family could be identified, ICE helped HPD place the minor with the Department of Health and Human Services Office of Refugee Resettlement. At no point was the minor in ICE custody.”
Meanwhile, HPD says it followed all proper procedures to determine if Garcia was listed as missing before placing him with the Office of Refugee Resettlement.
Protect and Serve is the motto, but not if one is not here legally, and reports a crime, not if one is autistic and can’t tell them that he is lost from his family, not if one reports domestic abuse. They are the ones being abused, not if one has an accident and calls the police, nor if someone has mental problems, nor if someone has family members not here legally.
I am sure not all HPD Officers fall in the category of let us get rid of the illegals, but to say that there are no Trump-loving HPD officers who hate brown skinned people is probably not true. There is a reason that the president of the police union was one of the people who sat with Trump-loving Greg Abbott, the wanna be next president.
Why would people who fall in the category above call the police? Why would they cooperate with the police?
Houston police officers have called federal immigration agents on civilians over 100 times since President Donald Trump took office in January — a jump of more than 1,000% from any of the previous five years, according to public records obtained by the Houston Chronicle.
The vast majority of those 107 calls to Immigration and Customs Enforcement came as the result of a traffic stop. In only three offense reports — for responses to domestic violence, aggravated robbery and narcotics complaints — did officers indicate that the subject had been suspected of a serious crime.
Incident reports indicate that ICE came to arrest the subject in at least one out of four cases. Those numbers could be higher, however, as many incident reports lack details about why the subject was stopped or whether ICE responded.
By comparison, Houston police called ICE nine times in 2024 — the most of any year prior to Trump’s second term in office, records show. Police officials didn’t immediately respond to a request for comment about their cooperation with ICE.
