He is reminding them that the Gabachos (There are exceptions) have always looked down at us Mexicans. We would never be white enough for them. Much of what Trump says and does is no different than what was done a hundred years ago.
If we don’t know our history, we are bound to have it repeat.

Around 1920, every Mexican border crosser had to be “deloused.” They were required to take all their clothes off and stand naked before a customs inspector who would check their “hairy parts.”, including the private parts. If they found lice on all their hair, including in the private parts, it was shaved.
They were doused with gasoline, and 27 people were burned to death when a match was lit.
When Carmilita Tores was told to take off her clothes and be fumigated with gasoline, she refused. She convinced thirty other females to protest with her; it was the start of the bath riots.
