Disappointing that the only person that seems to vote in Democratic Primaries is one that as recently in 2020 voted in a Republican Primary. Source of the preceding is Erik Manning’s spreadsheet. One person had his voting record sealed, I don’t understand? Everyone that is running for Sheriff their voting record is not sealed and they all voted in the Democratic primary.
Four years ago, I supported Mark Harrison; the first thing that I asked was if you lived in the district. It is important that whoever represents me has a vested interest in the community they want to represent. Mark did win the primary; unfortunately, he lost the general election by 12,000 votes.
I told him that if he won, I wanted him to promise that constable patrol cars would be seen in the neighborhoods. Not just on the main streets issuing citations.
Don Quang Dinh, I do believe moved into the district to run, so far as I am concerned that is one strike against him.
He will; “eager to utilize his services to the Houston/Precinct 5 community to a higher level.”
- Putting the community’s safety as the #1 priority. By balancing the patrol coverage throughout the precinct, all members of the community will receive the high-alert and credible service that they deserve.
- Having Precinct 5 deputies train on Active Shooter drills and precautions with the school police departments which will increase more security presence on school grounds to provide families a safe environment for their children.
- Requiring a Constable Precinct 5 storefront on Bellaire Blvd. to better serve the minority communities, as well as prevent any crime activity and violence to the more vulnerable.(Bellaire Blvd, Asian Community?)
- Enforcing stronger training, policy, and holding high integrity standards within the agency. Accountability and transparency are key factors to maintaining healthy relationships with the people of Harris County.
- Ensuring that qualified individuals get promoted while upholding fair and justice practices across the board.
- Promoting diversity within the agency. There is no reason to exclude hopeful candidates on the basis of race, gender, religion, national origin, age, disability, etc.
- Endorsing a Successor Program, which will consist of two qualified roles and a personal role to verify that the talent pools are updated and reviewed. With more enrollment within the agency, Officer Dinh will implement mentorship programs and as many training sessions as possible to assure that deputies are given the proper resources and education needed to serve Precinct 5.
Those are quite a few things he is promising. Are we to assume that the present Constable discriminates? By the way the Church he attends is not close to where he is registered to vote.
I wonder if the patrols will be increased where they will drive through all the neighborhoods in the Constable Pct?

William Gorman, like Mr. Dinh, I do believe that William Gorman moved into the district to run—one strike against him.
Promises, like Mr. Gordon, most of those, if not all of the promises, we will not know if they keep them. What is verifiable is if they promise they will have cars go through the neighborhoods.
- PUBLIC SAFETY
Expansion of the Contract Deputy Program will allow us to provide law enforcement services to more citizens in our Precinct 5 communities. Expanding this program will significantly ensure faster response times to all incidents and increase the level of service we can provide to the residents we serve. - I will also work with surrounding law enforcement agencies to provide a more efficient and effective way of responding to and reporting incidents to ensure that the public is not waiting for service for over 30 minutes. I will work to create a DWI task force and a Crime Reduction Unit to combat safer roadways and improve visibility in high crime areas.
- TRAINING
- Investing and increasing training requirements is imperative to better develop our deputies in responding to potentially hostile incidents. Expanding on active shooter training and de-escalation techniques is often the key to resolving issues quickly. Teaching our deputies how to respond to challenging behavior in the safest, most efficient way possible for the good of the deputies and the citizens we serve.
- Designing a mentorship program that would better train deputies and supervisors in the different departments within the agency. Personnel would receive proper resources and education to help accurately speed up ongoing cases for better solvability.
- DEVELOPING TRUST
- The agency will be as diverse as the community, and this diversity will extend not just to our deputies but also to our supervisor and command staff. I will expand on the Coffee with a Cop program by meeting monthly with community members to strengthen law enforcement and citizen relations.
- Citizen Police Academy and Police Explorers to develop to engage students in various topics designed to foster relationships, trust, and understanding between officers and teens. Participants will have an opportunity to gain an understanding of police operations through specialized presentations and hands-on activities.
I do believe that Mr. Gorman does not live in Constable Precinct 5. If I am wrong, he is welcome to convince me that I am wrong.

Jerome Moore – In 2016 when he ran for sheriff he voted from a house that is not close to Constable Precinct 5. I do not believe that he resides in Constable Precinct 5, if I am mistaken he can contact me. He may have moved here to run.
One Strike against Mr. Moore. Interesting most of the people who have donated to Mr. Moore’s campaign are Precinct 5 deputies.
Promises
- As your next Constable, I will make public safety my top priority. I will make sure
residents have high visibility patrol to minimize and deter criminal activity throughout
the precinct. - I will implement a strategic plan of action to significantly reduce the number of
violent crimes within the precinct, by being proactive, rather than reactive. - I will have weekly meetings with my command staff to target high crime areas and
strategically plan how to significantly reduce this violence. - I will add more training resources for deputies and supervisors to make sure they
- have the proper training needed to perform the job that they’re being asked to do.
- I will build trust between law enforcement and the residents of the precinct. I will
implement programs where residents and law enforcement learn how to interact
with each other. My goal is to gain back the community’s trust with law enforcement
by returning to “community-oriented policing.” This is a proactive approach for
deputies to meet the residents and become familiar with the issues that affect each
community. - I will focus some of our resources on human trafficking.
- I will meet with other elected officials within Harris County, the Chief of Police with
the Houston Police Department, and various other law enforcement agencies that
borders our precinct to discuss a comprehensive plan of action for all agencies to
work together, to better serve the residents of Harris County. - I will work with our regional partners to give mental health consumers within our
precinct the help they need rather than incarcerating them in jail. - I will implement a Homeless Outreach Team (H.O.T.) to help with the homeless
population within the precinct. I want to give every homeless individual a chance to
partner with community resources to become productive members of society. - I will expand our Silver Watch Program. The program will be designed to check
in more on our seniors within our community. This program will also help educate
seniors on scams, local crime trends, and other questions they may have regarding
law enforcement activities. - I promise to stay open, transparent, and accountable for all actions of Harris County
Constable’s Office Precinct Five.
A lot of promises, some of them are interesting, in bold. As the primary gets going, I am sure that I will hear and see Mr. Moore often enough.

Jerry Rodriguez – Have to admit Mr. Rodriguez seems to be a mystery. I could not find him in the voter registration list. I could not find him voting during several elections. I even searched for the treasurer, Guadalupe Rodriguez.
Promises
- I plan on reintegrating community policing back into the neighborhoods. Rest assured we will have law enforcement liaisons attend community gatherings, HOA meetings, National Night Out, block parties, etc. The goal here is to meet your deputies. Let’s put a real face behind the badge so that you know who patrols your area. In turn, your deputies get to know who you are along with your family.
- I aim to partner with non-profit organizations within Precinct 5 to promote community engagement. When we work together with local organizations, we tap into a reservoir of resources, expertise, and a shared vision. By pooling our efforts and resources, we can achieve goals that might seem out of reach on our own. Apart from joining forces with local organizations, I plan on promoting various community outreach programs that will target all ages.
- Working together with our neighborhoods is more than just a notable act. It’s an investment in our future. Through community projects, outreach programs, and other collaborative initiatives, we can create lasting change that benefits everyone.
- Safer Streets To achieve the reduction of crime and creating safer neighborhoods, law enforcement cannot do it alone. We need the help of our communities to reach our goal of safer streets and stronger neighborhoods. As your Constable, I will continuously promote community – law enforcement relationships to be the backbone for any successful community endeavor.
- Apart from the help of our community, I aim to introduce various methods to combat crime. Such methods will include providing general awareness to all citizens such as “see something, say something”. Other methods will include the idea of the “Broken Windows Theory” which promotes the action of tackling small issues right away so that they do not turn into larger issues – no crime is too small.
- Another avenue would be the reduction of crime by implementing ways for citizens to leave tips regarding criminal activity or any concerns they may have in their community. With the help of our residents, we can attack specific issues and concerns related to their neighborhoods. I also aim to focus on criminal “hot spots” within any area of Precinct 5.
- To reach all these objectives, I plan to bring additional deputies onto the streets. Restructuring divisions and personnel will allow for a better organizational workflow which will in turn free up more deputies to patrol your neighborhoods.
- More police personnel to implement these methods, along with the help of our community, will greatly help reduce criminal activity and create safer streets and stronger neighborhoods.
I like some of his ideas, but like the others gets a strike for not living, moving into the district. If I am wrong he is welcome to contact me.
I will not vote for person with an R in front of his name, but that does not mean that a D is guaranteed my vote.
