Is Whitmire encouraging Latinos to endorse Republicans?

The photo below was on Campos Communications. Campos is being paid by the Whitmire campaign so he has a horse in the race. The interesting part is that the two persons to Whitmire’s right, Sergio Lira an officer with LULAC and Robert Gallegos a city council person that votes as a Democrat are both endorsing Republican candidates for at-large positions.

Whitmire can only win because he has 100% support from Republicans. Could it be that he needs Republicans on the council that will support him with certain things that Democrats would not support?
