There were too many unanswered questions, but Whitmire wanted to know how the agenda item concerning speed cushions would affect other city services.

Whitmire may be trying to put the city in so much debt that the state will take it over. He is a buddy-buddy with top Republicans in the state—First HISD and then the City.

Whitmire appoints the committee members, so he has the ability to kill or stop
any agenda item that council members propose.

Since Whitmire has taken office, his administration has created a Proposition A Committee that serves as a platform to review proposals that members want to bring forward.
