What a waste of paper and police time, issuing tickets to people who would not be able to pay them. Why not take them straight to jail and really spend money taking care of them?

Over the course of three years, the Houston Police Department fined one homeless man more than what most Houstonians earn in seven years. The fines totaled more than $290,000, he said.
Each time Shaggy, who asked that only his street name be used, was issued a ticket for “encamping,” or living outdoors with too many possessions, he was also fined for a litany of other offenses – improperly disposing of or accumulating materials, possession of a shopping cart, obstructing the sidewalk or road, or disorderly conduct.
