Well, the PACs and other similar organizations ( GHP Pac, Teach for America, Charter Schools proponents) will if what a writer, Charles Bain, who frequently appears in the Houston Chronicle.

The rule simply places a two-year moratorium on government contracts for any investment advisor whose employees or executives contribute to the campaign funds of certain state or local elected officials or candidates. The city could easily mirror that, an idea previously pitched by former mayoral candidates Bill King and Tony Buzbee. Houston should place a two-year moratorium on receiving contracts, political appointments or registering as a lobbyist by donors to a city official. Similarly, the city should prohibit city-appointed board members from obtaining contracts with the city and donating or soliciting donations on behalf of local candidates and elected officials.

HISD has adopted something similar to the above and shifted control of the money to PACs, such as the Greater Houston Partnership, Teach for America, proponents of Charter Schools, etc.

Did it improve HISD? In my opinion, NO.

Did it make it worse? In my opinion, YES.

I can look at the Latino candidates who lost their election and were replaced by people who are yes people to the people who give them money. Those two are two of the persons that are firmly supportive of Miles and the takeover of HISD. Judith Cruz and Dani Hernandez.
