What is Houston getting from the state or federal government for turning our city into a much less safe place?

I know that when a crime occurs and the police need help, they often knock on doors to see if the people there saw anything or if their cameras may have caught something. If you are not a citizen, would you open the door for them? If anyone in your household is undocumented, would you open the door for them?
HPD has had problems before when the immigrant community would not come forward with information. In the 1970s, HPD created the Chicano Squad to help with that.
They created a program where non-Spanish-speaking officers could learn sufficient Spanish so that they could communicate with people whose first language was Spanish and feel more comfortable speaking in Spanish.
Quintanilla got together with Ripley House director Felix Fraga and assistant police chief John Bales and they developed the Cross Cultural Communication Program. The program consisted of Dr. Quintanilla teaching Spanish language classes to police officers at Ripley House. HPD agreed to pay five dollars for each officer who took the course. Upon completion, graduation ceremonies and a fiesta were held with food and foclorico dances.
Quintanilla’s main focus was teaching the officers “community relations” through the Spanish language. She not only taught the officers police vocabulary, such as sayings that alert the officers of danger, but she also provided the officers with important cultural information. Quintanilla
explains how she helped clear up misunderstandings between the officers and Hispanics.
Obama was responsible for Spanish-speaking individuals not reporting crimes or helping to solve them.
The President’s pledge came in response to growing pressure from immigrant rights advocates and progressive Democrats outraged by the Obama administration’s five-year deportation spree. Since taking the oath of office, Obama has deported immigrants at a faster rate than any other president in US history, nearly a record 2 million people. On a typical day, there are over 30,000 immigrants imprisoned in the world’s largest immigration detention system. Most deportees never see an attorney or have a hearing before a judge before they are expelled from the country. Deportation carries a high price for families and communities across America: one-quarter of all deportees are separated from their US citizen children and countless others from spouses and other family members.
Commissioner Adrian Garcia was once the sheriff who deported more people than any other sheriff in the country. Adrian Garcia was the sheriff of Harris County at the time Obama was president.
I will point out that not everyone booked in Harris County was guilty of a crime.
