HCC probably has an idea, but it does not release the numbers. I suspect that a good percentage of HCC students are undocumented and are now required to pay the same tuition as out-of-state students.
Important Update on Texas Residency Eligibility
Effective June 30, 2025
Recent changes to Texas state law now require students to meet U.S. citizenship, permanent residency, or eligible visa status—along with physical presence and domicile requirements—to qualify for in-state tuition.
As a result, undocumented students, including those with DACA (Deferred Action for Childhood Arrivals) status, are no longer eligible for in-state tuition at public colleges and universities, including Houston Community College (HCC). Students who do not meet the updated residency criteria will be classified as out-of-state for tuition purposes.
We understand this change may significantly impact some of our students and their families. Please know this does not affect your ability to enroll at HCC. We welcome all students into our learning community and remain committed to supporting your academic success.

Surprised that the MAGAs that run the state are not making them pay the same as International Students.
Those undocumented students will not qualify for aid either. They did qualify before. I guess the reasoning is probably the same as it used to be to keep us Mexicans working the fields and the dirty, dangerous, low-paying jobs that we were forced to work to sustain our families.
It’s hard to pinpoint precisely what an undocumented student would pay, but tuition seems to average about $10,000 a year. The reason is that HCC gives a figure of $6,800, but it excludes financial aid that probably would be provided.
About 40% of the HCC student body is Hispanic.

Many, if not most, of these young adults who are here probably have no intention of going back to a country that they do not know, and may not even remember.
One can only hope that all those racist people who blame undocumented immigrants for their problems will realize that if there is any blame, it belongs on them and no one else.
