Bodies are not labeled as homicide (most are not), so Whitmire can claim that the homicide rate is down, but even excluding the bodies, this year may not be lower.
Making Houston Safer
If Houston becomes any less safe, we could lose population for the wrong reasons, with a death rate higher than immigration or birth rate. That is sarcasm.
Whitmire is the worst mayor since I came to Houston in 1969; his sister-in-law, Kathy Whitmire, did a much better job. While I hate to say this, even Annise Parker did better. For safety, probably Lanier and Brown were the best mayors, in my opinion.
