THE MYSTERY OF HOUSTON’S DISAPPEARING RED DOTS

Houston’s reported 32 billion gallons of annual water loss is enough water to supply roughly 275,000 to 290,000 American households for an entire year. Using the EPA estimate of 82 gallons per person per day at home, 32 billion gallons represents a year’s household water use for about 1.07 million people.

The water is still running. So why did the problem disappear?

The red dot is gone.

The water isn’t.

I don’t need a consultant, an engineering report or a City Hall press conference to tell me that. I can look out my window.

The water is still flowing down the street. It is still reaching the storm sewer. Whatever was leaking when Houston’s 311 system put a red dot on the map is apparently still leaking today.

But the red dot disappeared.

Maybe there is a perfectly innocent explanation.

Maybe the leak was transferred to another work order. Maybe somebody decided it was a duplicate. Maybe an inspector looked at it and classified it differently.

Or maybe Houston has discovered something remarkable:

A way to make a water leak disappear without stopping the water.

That sounds like a joke.

It isn’t.

Houston itself says a red dot on its 311 map represents an open service request. Once the responsible city department closes the request, it becomes a blue dot, and closed requests remain visible on the map for only seven days. More importantly, Houston says a request can be closed for several reasons besides the work actually being completed: an inspector may be unable to confirm the problem; another service request may be opened in its place; the matter may be referred elsewhere; or the complaint may be considered a duplicate.

Think about what that means.

The dot does not measure whether the pipe is leaking.

It measures whether there is an open case in a computer.

Those are two very different things.

And mine presents a wonderfully simple test.

Forget the computer. Look at the water.

This might be nothing more than bureaucracy doing what bureaucracy does. I cannot prove anyone is manipulating Houston’s numbers, and I am not accusing anyone of doing so.

But when a city is losing the amount of water Houston has reported losing, taxpayers have every right to ask exactly what a “closed” case means.

Houston Public Works told City Council during its May 2025 budget workshop that the city was losing, on average, about 32 billion gallons of water per year — more than 88 million gallons every day. Public Works said roughly two-thirds of that loss was associated with just 6% of Houston’s water pipes.

Thirty-two billion gallons.

It is one of those numbers so large that it becomes meaningless until something gives it scale.

Los Angeles just gave us one.

On July 17, a 110-year-old, 36-inch water line beneath Sunset Boulevard ruptured. It opened a sinkhole and sent 17 million gallons of water through the streets of West Hollywood. Businesses flooded, cars and property were damaged, and suddenly an underground pipe almost nobody had thought about became front-page news.

Seventeen million gallons was considered a catastrophe.

Houston’s reported annual water loss of 32 billion gallons is roughly 1,880 times that amount.

That does not mean Houston is experiencing 1,880 Sunset Boulevard ruptures; Houston’s water-loss figure is a system-wide measure, not a count of catastrophic breaks. But the comparison tells you the scale of what Houston itself says is disappearing from its system.

And Los Angeles provides another warning.

Thirty percent of L.A.’s underground water mains are at least 80 years old. The city is replacing about 45 miles of deteriorating lines each year. One engineering professor told the Los Angeles Times that the replacement effort should have begun 40 or 50 years ago.

Therein lies Houston’s problem too.

Pipes don’t get votes.

Hire more police officers and the mayor can hold a press conference.

Build a fire station and council members can cut a ribbon.

Replace an old water main beneath a street and, after spending millions of dollars, the great political accomplishment is that the street looks pretty much the way it did before.

And when preventive maintenance succeeds, absolutely nothing happens.

No geyser.

No sinkhole.

No flooded businesses.

No television cameras.

A politician has to stand before voters and say:

Look at the disaster that didn’t happen.

So the temptation is always there to spend today and let somebody else worry about what is buried underground tomorrow.

Houston now says it is trying to change that. Mayor John Whitmire said in his 2026 State of the City address that Houston plans to replace at least 200 miles of water pipe per year.

Good.

But that brings me back to the red dot outside my window.

Because while City Hall talks about billions of gallons, hundreds of miles of pipes and massive infrastructure programs, there is a much smaller measurement available.

One leak.

Mine.

There was a red dot.

The red dot disappeared.

The water did not.

So here is the question I would like Houston Public Works to answer:

When Houston tells us a water-leak case has been closed, does “closed” mean the water stopped flowing?

Because if it does, we have a problem.

And if it doesn’t, we have another question:

How many of Houston’s disappearing red dots represent leaks that disappeared only from the map?

I don’t know the answer.

That is precisely why the question needs to be asked.

Houston has reported losing 32 billion gallons of water in a year. Los Angeles just showed us what 17 million gallons can do when one neglected pipe finally gives way.

Perhaps Houston really is fixing the leaks and the dots are disappearing because the system is working.

I hope so.

But there is still water running past my window and into the storm sewer.

And computers don’t leak.

Pipes do.
