So if they run from the police, how are the new rules going to stop them from running, unless they are depending on the rent-a-place to stop renting in the evenings? It would not be surprising if those are the times that people are most likely to rent the devices.

Maybe the City of Houston should consider prohibiting vehicles on the roads after 8 pm. I am sure that most EMS calls occur between 8 pm and 4 am. People also tend to use vehicles to run from the police, but the police may enjoy those chases.

Seems even AI does not know how many ordinances the City of Houston has; they estimate in the tens of thousands.
